This pamphlet is the product of a two-part research project. The first part involved a series of interviews with community leaders in four case-study areas: North Herefordshire and South Shropshire, West Dorset, North Cumbria, and the Derbyshire Peaks.The second element of the project has been a statistical analysis of poverty and service provision in rural areas.
